The files are in the bar at the top of every page, in every language. This page helps you choose one and check what you received.

Which file

The package creates the system user and installs the six dinoer-* commands and the manual pages in four languages. During installation it builds an isolated Python environment and downloads its dependencies and the Chromium browser, so it needs network access at that moment.

About the apt notice

The command above prints a line that looks like an error and is not one:

N: Download is performed unsandboxed as root as file '...' couldn't be
   accessed by user '_apt'. - pkgAcquire::Run (13: Permission denied)

The installation succeeded. apt gives up its sandbox when the unprivileged _apt user cannot read the file, and says so. On current Debian releases, home directories are created with mode 700, so _apt cannot enter yours: a sound default, not a mistake on your side.

There is nothing to fix. To avoid the notice, install from a directory _apt can read:

sudo cp dinoer_1.0.1-1_all.deb /var/tmp/
sudo apt install /var/tmp/dinoer_1.0.1-1_all.deb

Check what you downloaded

Each version publishes the checksums of its files. One command compares them, and it is the only way to know that what you received is what was published.

sha256sum -c SHA256SUMS

The two channels are mutually exclusive on one machine. Take the package unless you are going to modify the code.

Earlier versions

This site serves the current version. The forge keeps every release, with its notes, its checksums and its date; copying that archive here would put the same content at two addresses.
